a. Shall collect and hold monies for NCAGC, including
Special Projects, for bank deposit. Shall deposit those
monies into the NCAGC account in a timely manner.
b. Shall pay bills properly itemized and authorized in a
timely manner.
c. Shall give a Treasurer’s Report of income and expenses
at each NCAGC Board and General Meeting. Shall
provide a copy of each Treasurer's report to the
President, Recording Secretary, and Finance Chairman.
d. Shall in the first quarter of each even numbered year file
the DC Biennial Report along with the Biennial Report
fee (currently $80) to the Corporations Division of
the DC Department of Consumer and Regulatory
Affairs. Shall maintain reporting instructions for future
use.
e. Shall request the aid of the Assistant Treasurers when
necessary.
f. Shall serve on the Finance Committee. Shall oversee the
transfers to and retrievals from the investment accounts.
g. Shall serve on the Scholarship Committee. Shall keep
track of the dollar amount of each Scholarship account
and note the total amount of income earned. That
amount is available to award in scholarships that year.
Shall send checks in July, in the names of the
scholarship recipients, to their respective schools.
h. Shall pay the President's expenses to two NGC
Conventions, two NGC Fall Board Meetings, and two
CAR-SGC Conferences for that administration, as well
as other budgeted expenses.
i. Shall account for special funds for designated purposes
(schools, fund raisers, special projects). Shall collect
reports from any person handling such a fund in a
format determined by the Treasurer to be acceptable for
accounting purposes.These reports are due to the
Treasurer by the end of the fiscal year.
j. All special funds shall be held inviolate and shall be used
only for their designated purposes.
k. Shall pay NGC dues by October 15 using September 30
membership figures as determined by the First Vice
President. NGC’s deadline for receipt of dues is
October 30, after which states forfeit the receipt of any
NGC awards. NCAGC shall pay NGC for additional
memberships received between September 30 and
February 28 by March 30, if NGC counts these
members for increase in membership awards
at the spring Convention.
l. Shall send $10 to the NGC Youth Fund and $100 to the
NGC Natural Disasters Fund along with the dues.
m. In January, shall send to the Districts their portion of
the dues ($1.00 per member) based on the December
membership figures.
n. If requested to do so, shall send $100 to the CAR-SGC
Treasurer for the expenses of the CAR-SGC Director.
o. Shall place all important documents and pins
designated for future Past Presidents in a safety deposit
box, and shall remove them only with the consent of
the NCAGC. President.
p. Shall leave the checkbook with the President or
Assistant Treasurer if the Treasurer is unavailable for
more than one week.
q. Shall provide financial data to anyone requesting it.
r. Shall prepare and deliver records for annual review to a
public accountant within 60 days after the end of the
fiscal year, and shall oversee any required filings.
s. Shall provide a copy of the coming year’s budget,
together with actual figures and the budget of the
previous year, to the Finance Committee for approval in
the summer. Shall submit the Budget, after approval by
the Board, for publication electronically.
t. Shall report to the Board of Directors at fiscal year-end
the final net income and net loss statement and the
balances in all investment accounts.
u. Shall close the fiscal year by sending all club donations
to their recipient organizations. Checks shall be made
payable to the organization and sent with a cover letter
from the NCAGC President and the corresponding
Chairman. The Scholarship and Friendship Garden
donations shall be deposited in their respective accounts.
